The cat that is doing it is a unaltered male, -- he can't help it. Who ever owns the cat is to blame for not having the animal altered, (balls removed). I own a $1500 Bengal cat and I had his balls removed cause they will spray on anything to mark their property and to tell other male cats to keep away. Unaltered male cats are nasty.
